As I think I mentioned, things were working fine until the macOS Sierra installer unexpectedly updated my firmware...Curiously, that is the same Plugable USB 3 HUB7-81X that I have. It does the same thing whether a device is connected or not. But i have confirmed with devices like my iphone, that they still charge whilst my computer is in sleep mode.
