I think even the OEM sellers pay more than $15 for their licenses. You could legally get all the licenses you needed pretty darn cheaply. Is there a goverment agency that protect the clients? Even with keys for games i bought over a year ago.
Go into bios and have it boot to usb first. Much of it, in fact, is buried in long, dry license agreements and on sites that are available only to partners. It's only $40 on Microsoft's site. Install all Windows Updates and your copy is valid for Windows 10 upgrade at a fraction of the cost. But okay, nobody actually cares about that minor fact and i have never heard of MS enforcing it in any way (deactivating keys just based on this). Three of them double boot with various Linux versions.
Without that, you're probably buying NFR keys or OEMs that have been copied off of a recycled machine -- which isn't allowed.
