Just finished up a clean install of Win7ProX64 before I left work today - this update process worked like a charm. It renames the C:\Windows\SoftwareDistribution folder to C:\Windows\SoftwareDistribution.old , essentially clearing the Windows Update download cache so that it can start over. Just came here to say that following the above steps 0-5 totally worked for me and the updater responded normally after only a few minutes. Currently the updates in u/elfman84's zip do work on x86 based machines (I've been using a couple junk units for testing), but it will probably break again next month.
